Add documentation about web-server (gdp.cs)

Description

The server setup has become fairly involved, and it'd be nice to document steps to recreate everything in the unfortunate event we need to go look at backups. In particular, should include the following:

  • Redmine general installation and configuration of the software
  • Plugin installation/customization
  • Redmine settings that we have tweaked
  • git repository integration from repo.eecs.berkeley.edu
  • Email configuration (and how to get access to gdp@berkeley.edu)
  • HTTPS certificate
  • backup strategy
