gcl-create now returns 73 if the gcl already exists.

Use subprocess.check_call() to fail if the process returns non-zer. When creating the x00 log, don't fail if the return value is 73. Added a test for t_sub_and_append.

Refactored testing to use gdp/test/_internalRunPythonTests.sh. Added documentation about testing framework.

Added Python test framework for binaries in gdp/test. We use the py.test framework so that we can get JUnit-compatible xml out.
